Systemic change is a process. Outcomes and indicators are defined as part of the process. They’re not pre-defined or universal as some would like. Managing systemic change processes, and measuring effectively within them, is an emerging challenge. The AAER framework helps meet this challenge. It was initially developed and pilot tested in 2011 through our collaboration with Katalyst. This briefing paper presents our current thinking and the application potential of the AAER framework.
