This paper proposes an analytical framework for assessing development in WASH through highlighting inadequacies in current assessment tools and failings in the programmes themselves. The paper examines some case study data from a number of experimental public, private and development sector initiatives which have attempted to implement a more systemic approach to addressing WASH problems. Ultimately, the paper advocates the embracing of a more systemic approach to addressing WASH problems in order to bring about sustainable, large-scale change for the benefit of poor people.
